Here are a few simple ways:

1. If it is a remotely hosted forum, you can put it offline with a message saying that you have closed, with a reason.

2. If you host it on your web host, you can also put it offline for a few days, and then send a mass email saying that you have closed. In a few weeks, it is recommended that you delete the forum files.

3. Just make the whole forum read-only. People can still look at what it used to be like, but they can't post.
