No, not any of the Saturn ION's manufactured by GM have chip keys, regardless of the model year.
You have to go to the Saturn (or other GM) dealership to get your key made. You will need to provide proof of ownership (title) and a photo ID (driver's license). Only the person with his/her name on the title will be able to get the key made.

No. This doesn't mean any properly cut key will work though. The computers in the car are sophisticated enough to tell which metals the key is made from. The car then compares the metallurgy of the key in the ignition to the file on the computer's memory. If they match, the car will start.

With the key turned on RUN, but the engine off, go down to the oil % with the i button. Then press both buttons to access the menu. Scroll down to the oil life reset. Press the right button until it says acknowledged. Turn off key. This is the oil life reset process. This process is described in the owners manual.
It's not the Battery, Saturn has a problem with there Ignition cylinders. It will need to be replaced. the Dealer charges about $400.00 but you can do it yourself for about $70.00 in parts.
