The easiest way is to create a new blank picture, of the size and resolution that you want to end up with. Then simply open the photos you want to combine and drag them into the desired positions on the blank. You will probably need to use Transform to alter the size of the photos to fit. Use a large-sized, soft-edged Eraser to give a soft edge if you want the photos to overlap informally. Save this version, which will be in PSD with each photo on a separate layer (quite a large file, many megabytes). Then Flatten and save a new version as a .jpg which is what you need for transmission or printing.
