I don't really think it's possible to get unlimited cookies. I do know, however, that if you do the quest on bird isle where you help one of the NPC get flour they will reward you with cookies.

Begins: Cookie, Treehouse Resident (west of Tropicton)
Items Needed: None
Go to Cupcake, who lives on the southern end of Jungle Isle. She also lives in a treehouse. When you talk to Cupcake, she will say that a group of monkeys have stolen her bananas. She tells you that they hang around the rock piles to the south. Go to the little niche to the right and use your magnifying glasses on that rock pile. You will find the bananas. Return to Cupcake and then return to Cookie. Next, she will need milk from her sister, Cinnamon. Cinnamon lives near Cupcake, but a bit south west from her tree house. Cinnamon will also ask you to bring a letter to deliver to Cupcake (a different questt) and the milk. Head to Cupcake first then return to Cookie.
