Very simple, it is either near the brake booster or hanging under the dash near the fuse box. Disconnent your negative battery cable, carefully pull the old one out, put a little lube on the new one and insert it. Reconnect the negative battery cable. They are a standard relay found at most parts stores.

The reason for the problems with the horn on the Corvette could be attributed to a faulty fuse or horn relay. This can be located in the fuse and relay box that is located under a panel on the passenger side floor board.
You probably have a stuck horn relay. Check your fuse panel for a relay for the horn and change it.
Should be mounted jusr ahead of the radiator near the passengers side horn.

there unfortunatly is no relay switch for the horn. It is on a fused circuit usaually with the dome light and beeper that sounds when the door is open and after you start the vehicle
