Fire is found naturally in the nether and near lava coming out of a mountain or a cliff. You can make it yourself with a flint and steel, crafted by putting a piece of flint in a crafting table, and putting an iron ingot diagonally above it like this:

You can't without a hacking program like INVedit. It was deleted by Notch in version Indev 0.31. So that sucks :(

(make) (use) a bucket (iron) right click on the lava and it will fill the bucket with lava, you can also do that with water.

You need to put fuel in the bottom square. Fuel can be coal/charcoal, wooden materials, and lava buckets.
