Why don't you use the exhaust to heat the hot tub?

Change the "Orifice" in the burner . It is a small brass fitting in the burner(s) that changes the amount of gas that is dispensed into the burner.

You must find someone qualified to know what type of orifice to use.

For example propane may require an orifice with an opening this big "O"

and Natural Gas would require an orifice with an opening this big "o"

This is the same technique that an HVAC,(heat,vent,air conditioning) Technician would use to change the type of gas a furnace would use to heat a home, also gas stoves and water heaters, built-in BBQ grills, etc.
