You can do it on a limited amount, but as the amount of numbers are infinite, it is impossible to do it for all numbers. You could do the ten digits but when you combine digits the words change. So you can get "two" and "zero", but putting them together is "twenty" not "two zero", so it is complicated. You can do the digits using If functions or you could do it using one of the lookup functions, such as VLOOKUP.
Put the digits 0 to 9 in the cells A2 to A11. Then put the word for each digit in the cells B2 to B11.
In cell B13 enter this formula:
=VLOOKUP(A13, A2:B11,2)
Then in cell A13 type any digit, and in cell B13 the correct word will appear.
There is no built-in Excel function to convert letters to words. You will need to write a custom function to do that. If you are brave or skilled enough to write your own function, see the related links for sample code and instructions about how to write a function called SpellNumber to change a number to written text.
If I understand you correctly, you'd like to turn the number 58.12 into "fifty-eight point one two", or perhaps like a cheque: "fifty eight pounds and twelve pence"
