All forms of energy can be converted to electrical energy using certain techniques.

The most common technique is spinning a turbine.
A turbine can convert kinetic energy into electrical energy.
You can also spin this turbine by boiling water, this forces the water vapour through the turbine causing it to spin.
Since all forms of energy can be converted to heat, its nearly always possible to spin a turbine.

The only exception is a low amount of heat. (for example, heat of 30 degrees celsius).
Since this isn't enough to boil water.

Yes you can use steam to rotate turbines, and this is done in power-stations whether the heat is from fossil fuel or a nuclear reactor. The steam is at farabove normal boiling-point, too:it enters the turbine at very high pressure and temperature and is expanded through the turbine stages to near or below atmospheric pressure to extract the maximumenergy from it.

A turbine does NOT convert kinetic to electrical energy. It converts heat energy (in the steam) to kinetic energy (its rotation).

The conversion to electrical energyoccurs within the alternator connected to the turbine; by roating coils of wire across the lines of megnetic force in a strong magnetic field so as toinduce the current in the windings.
