Offhand, I can't think of a type of valve that does not need an actuating signal. The concept seems counter-intuitive. The whole purpose of a valve is to convert a small signal into a larger one, or at least to control a larger force. An electronic valve and a transistor both need activating signals, as do the valves in your motor car, and the pneumatic or hydraulic valves.
