To be able to do it for any number would be practically impossible. You could do it for a range of numbers or each individual digit, but when you start combining digits they make different kinds of numbers with different words, so it would become impossible. Even to do a small range of numbers can be a long process, though you could use a kind of lookup formula to do it. So it depends on the range of numbers that you want to be able to do it for.
To do it for the numbers from 0 to 20 you could do it as follows. In the cells from A1 to A21 you could put in the numbers from 0 to 20. Then in the cells from B1 to B21 you could put in the words from zero to twenty.
Then as a formula, say in cell D1, you could have the following:
=VLOOKUP(C1,A1:B21,2)
Then if you put any number from 1 to 20 in C1, it would show the word for that number in D1. To do it for more numbers you would have to put in the numbers and words you need in columns A and B and change the formula to cover the cells.
When you start getting to bigger numbers like 31245, it would obviously be too long to have the list of words to go that far. You could do each digit one by one, so for example the 4 would be forty and the 5 would be five and so on. However, your formula would be very complex and long, working out the position of each digit within a number so as to use the correct word, so it would be an impossible task. So there is no simple way of doing it beyond a reasonable range of values.
