You have to have to have a certain amount of cooking points from reading cook books and cooking. You may also have to get the recipe for it from the shops, but I'm not sure if I'm confusing that with the app or not.

∙ 12y agoTo cook spaghetti, your sim must have a level 4 cooking skill or greater, refrigerator, counter, and stove. Once your sim has the correct skill level, select the refrigerator and choose prepare spaghetti.
Note: Spaghetti is only an option in the afternoon and evening for lunch and dinner.
