The only way to make a paint colour lighter is to add white paint to it. The amount will depend on how dark the starting paint colour is, how pale you want to make it. But usually it make a lot of white paint to noticeably lighten up a paint colour.
Sure you can add amounts of white paint to dark coloured paint to make it lighter the amount of white added determines shade of lighter colour

No. If you bought good quality paint from a reputable dealer, you can place the colour swatch on the wall and see that they are the same. However, because of the effect of colour and light and the way your brain interprets what you "see," it can seem to be lighter.

You can make any colour lighter by adding white paint to the other paint.
