Well, first of all, you need the Sims 2 Pets Expansion Pack. But there are 2 ways to create a Were-Wolf. One way is to use cheats and the other is the old, boring, and time wasting way.
1.(The Cheating Way) When you first enter your neighborhood hold CTRL+SHIFT+C. A small box will appear at the top of the screen. Type in boolprop testingcheatsenabled true. note: type in that exat way (or do copy and paste alt+ c for copy Alt+v for paste). Then enter the household of the sim you what to make a were-wolf. SHIFT click on the letter box and options will appear. press NPC browse the next few options until you find one that says Leader Of Pack. (it would be best if it were night) greet the wolf and when you do the wolf will appear in your relations. under its picture there will be two bars drag them to the end to both of them. Then SHIFT click on the wolf. options will appear but click on MAKE SELECTABLE. then you should be able to control the dog. Go to the dogs relations and find the picture of your sim. drag the bars up agian. Then SHIFT click on the wolf again a select Make Unselectable. Then just do activities with the dog until it whats to nibble you.
