In most (if not all) Mac software the Command key and S will save a document. It has nothing to do with creating an Admin account which is done from the Accounts section of System Preferences.
That is partially right command-s does also do but you must do so just when you turn the computer on as soon as it turn's white hold down command-s until it goes to a black screen you have to type in passwords, and they depend on the user.

If mac has "f keys, press f8/f7. If mac doesn't have "f keys", keybind the control for the admin orb thing to something else in Options>Controls
Admin passwords are set by the individual user so a password from anywhere else would not be recognised by any other Mac.

You only need the Admin Tools to administer a Mac OS X server system they are not required for a stand alone Mac OS X computer. There are numerous tools available for which Apple provides full documentation (See links below). .

I have the same thing. You cannot change the time or add more time without the admin's password. It is a mandatory, and without it, it will not let you do anything. Same for any other settings in Parental Controls.
