A merchant account is where a business accepts debit and credit cards as payment for their goods and services. A mobile merchant account is where the business operates with the mobile phone company and the charges are made to the customer's phone bill rather than to a credit or debit card.

Only when the bills are turned over to collections. An ISP probably will pull your credit report, just as a cell phone company would, but an Internet account is not a credit account.
One can get their credit report by contacting their bank or provider. Other options would be to check one's credit account online, by mail or by phone.
You can receive a car loan with no credit by building up some credit. You can do this by opening a savings account and cell phone account and keep the payments up for awhile. Alternatively, you can get someone to co-sign for the loan.

Skype chatting like video does not show up on the normal phone bill. If you call a contacts cell phone from your account on skype and you do not have credit it will not go through. If you have credit, it will show up on your phone bill. But regular videos chats do not show up on your phone bill.
Credit is extended and assigned to a specific telephone number. Assuming this question is directed towards mobile phones, both phones would need to be taken to the vendor for this procedure. that answer up there sucks
