The amber light blinking on a UK road means you can still cross if your quick enough. The light indicates to a driver that if the crossing is clear the vehicle can go, but if there is someone on there they have to wait until they have crossed over.
It means traffic flows towards you in the opposing lane, and that you're not permitted to cross into that lane in order to pass another vehicle.
On the open road with light traffic. Never use it in heavy traffic, when it is raining, or when there is ice or snow on the road. You would use cruise control when driving on the open highway in very light traffic where you wish to maintain a constant speed.
Crossing the road without traffic lights may or may not be legal, depending on the local law.A zebra crossing does not count as a traffic light, but is a good place to cross the road.Where traffic lights or zebra crossings are readily available (e.g. within a 100m walking distance) it is advisable to use these designated crossings. On small roads without such designations, it is advised that you cross where vehicles will be able to see you and give way to you safely. In all cases when crossing a road, it is best to check the traffic condition before proceeding.

A "Green Wave" is a sensor on the traffic lights that allows the main flow of traffic to continue to have a green light unless another car is to pull up in the other direction then the light would change to let the other car go.
By "amber" I assume you mean yellow. A yellow traffic light indicates that your "right of way" is ending within the next couple seconds. When the light turns yellow you shouldn't enter the intersection if you haven't already, unless you've reached "The point of no return". It's not illegal to go through the intersection while the traffic light is yellow, but if you can stop you should, if you can't stop then go through the intersection (determined by your own judgement). A yellow light is basically a warning of a red light coming, where it is illegal to proceed through the intersection. The duration of a yellow light depends on the road the traffic light is governing. For a side road the traffic light may only show a yellow for around 3 seconds, for a major road such as a state road or US Highway, the traffic light may show a yellow for 4-6 seconds. These timings all depend on the road that the traffic light is governing and what the speed limit is for that road.
ONLY use the traffic signal to determine when its safe to cross the road.
