Actually, it's a natural thing for a horse to have a little wet fluid in the nostrils, since a special tear duct is actually attached to the nasal passages of the horse. The tears are used to keep the third eyelid of the horse's eye clean, and instead of running down the horse's face, they run through a canal called the nasolachrymal duct that runs from the lower eyelid to the nostrils. If the eyes have been subject to dusty feed or an environment, then excess tears will be produced and thus make it seem like your horse has a runny nose. If the tears are running down your horse's face, then that's when you should contact your vet because you'll need to get those ducts cleaned out, since they can get clogged up with dirt and such.

But, if you're that concerned and don't think that's the reason your horse has a runny nose, please see an equine veterinarian about this and to get a physical done on your horse. Chances are there may be nothing wrong and you'll simply get told about the nasal ducts like I told you about above.
