You can either take a cure disease potion or find an alter that cures your diseases.

If you get to stage 4 everyone starts attacking you so you have to sneak into someones house crouch down and pick pocket them and select feed then go to marthor and speak to fallion ask him about curing and he will tell you how.

As vampires are entirely fictional they cannot have any real victim so there is no need to help them

In stories it depends on what powers the vampires have been given by the author as to what help another character could give.

In the city of Falkreath the inn keeper (when asking for rumors) will tell you about a wizard who can cure vampireism. You will start a quest that will lead you to him, and you will find you need to get a filled black soul gem of which you can find or buy from some people who have them. Black souls require human life to fill so a sacrifice is needed. When you get it and bring it to him, he will do a ceremony in the morning to cure you. I recomend don't do this when you are a level 4 vampire, because everybody who sees you will try to kill you, including the wizard who is supposed to heal you XD. Bite the neck of a sleeping person to go back down to level 1 and people will no longer try to kill you, unless they see you do it that is.

Technically you can't since they are undead... However, most movie plots include getting cured once the "head-vampire" is dead.
