The inability to retract your foreskin is a condition called phimosis and if you have that problem then you should schedule an appointment with your doctor to determine the reason and correct it. If it is left uncorrected it can increase the risk of infection and can even lead to penile cancer.

One of the treatments that they can try is a steroid cream (betamethasone).

The job of loosening the foreskin is in the majority of cases simply fixed with the use of foreskin stretching exercises. By the way penile cancer is a very rare condition that happens to old men with hygiene issues circumcised or not.
