If you are de-restricting it for the purposes of changing it's classification to satisfy the DVLA (UK) or equivalent DMV, then it should be done by an approved workshop and the de-restriction entered on the DVLA (or equiv) database. The restriction consists of a 'choke' washer/gasket placed between the carburettor(s) and cylinder head. The fuel/air mixture is also adjusted. The removal of the restriction is the reverse of the fitting.
