You can't. Only on the Regular & Club Cab you can turn it off with the built in switch. It is against the law to pull the fuse.

No need to remove it.
There is no way to disarm a driver airbag on a 1994 Dodge Ram. Most vehicles will only let a person disarm the passenger airbag.
