Yes - simply go to the Control panel, and select 'programs and features' - look for the software for the cam in the list - and click it. All you need to do is confirm you want to remove the software.
The webcam is not activated until a program actually tries to use it. Its status should be indicated by a bright LED next to it. If you want to stop the webcam fom ever being activated, disable it in the Device Manager.
