You can change the Google theme. Just search google theme and choose the one you like and you will have a new background for your google and google chrome
If you go to your Google home page you will see a link in the upper right hand corner that says "Change Theme". Simply click on this link and it will take a you to a long list of different themes that you can choose from to personalize your Google homepage.

On regular internet I'm not sure but if you have an updated version of firefox you can get free themes. Whenever you go to your home Google page it will say decorate below the search bar.
