After you get the ragecandybar you go to the radio station. Team rocket won't let you in. So you go to the underground path in Goldenrod and go to the place that you can get your picture taken in a team rocket suit. A team rocket grunt will give you one. Go back to the radio station and battle the team rocket grunt at the stairs. Then go up to the manager's room you battle a team rocket leader there. Then rescue the manager at the bottom of the underground path. Go back and enter into the locked door in the radio station/tower and go until you find a room with one person looking out of a window. He is the final team rocket leader to beat and after you beat him he says that he will disband team rocket. Then you can go past the man who gave you the ragecandybar.
