Ratman is hiding in the sewer with his loyal rats and stinging flies. To defeat him, you have to get past them.
The procedure :
- Find Ratman in the sewer. Enter the public restrooms near the park. Go down into the drain.
- Go left and lower the water level at the control valve (red wheel). Go to the right and raise the water with the second red wheel (if you miss it, use the third red wheel at far right, which also raises the level a bit). Swim past the pipe at left to reach the control room door.
- When you find Ratman, go to the right and jump past his rats to reach the upper red control wheel. This will dump sludge on Ratman and disturb the flies.
- Dodge the flies and jump up left (onto the large pipe). Then jump over to Ratman and knock him out.
- Arrest him with the special Anti Power Handcuffs.
