Sir Rebral is in City Park destroying a statue with his mind control, and will throw pieces of rock at you. Use his own power against him.
When he tosses a rock, jump up near him so that the rock hits him instead. This will make him mad and he will start pulling up pieces of the ground to hit you. You can move the rock that is near the restroom to the right. Push it over so that it is beneath Sir Rebral, just a little bit to the right side. Stand there and when he yanks up the ground, you can move and it will hit him, knocking him out. Put the cuffs on him and he will be back in prison.
If the rock gets tossed the wrong place, you have to bring it back over. If you can't find it, just leave the park and the Sir Rebral scene will reset, so that you can try again.
