To 'defrock' is to deprive someone of their ecclesiastical status. Within Mormonism, this can only be done by a person of higher religious authority after careful and prayerful investigation by a council of chosen ordained Priesthood leaders.
In the Church of Jesus Christ of Latter-day Saints (the "Mormon" church), most practicing adults (both men and women) hold some sort of ecclesiastical position. If you have a legitimate concern that they have committed a serious sin and are not worthy of their position in the church, you maymeet withtheir Bishop or Stake President to discuss the issue. (If the person is a Bishop, go to their Stake President; if the person is a Stake President, go to their Bishop; for all others, go to their Bishop) Depending on the person's position they may or may not be removed from their position. (sins such as adultry, abuse, fraud, apostasy, and murder will justify removal) It is generally considered the responsibility of the individual to confess their own sins, however it is appropriate to alert this person's leaders and have them question the individual if you have a concern.
Please be aware that only serious sins will justify removing someone from their position. Petty sins, lack of gospel/doctrinal knowledge, or disagreements will not justify any sort of action.
