Because you have delete or format partions which were used by Vista. Sometimes it's not that easy how it can sound. Better delete and then create, and format it again. If you are using Windows XP installation CD it has all required utilities. If you are using Linux based CD you might have to find additional utilities. If you have more specific questions you are welcome to ask.
