Tap the "comment" button below the photo
Swipe your finger to the right over the comment you'd like to delete in order to reveal a trash can icon & a reply icon.
Tap the trash can icon and select to Delete
For Android Devices:
Tap the "comment" button below the photo
Tap the pencil icon in the top right corner of the comments screen.
Tap the red "X" button next to the comment you'd like to delete, then "Delete". Your comment will be deleted.

Why wont Instagram load additional comments?
Instagram does not support pagination, which means that it does not load additional comments for a photo or a video. This is because the latest comments are available in the feed and the rest of the comments are accessible by scrolling to the top. So if Instagram allowed pagination, it would create two problems. One, the feed would be slower, and two, Instagram would have less control over the comments. This feature was made by Instagram to protect its users, as it might be unsafe to scroll down to the very bottom of the comments; hence, Instagram decided not to support pagination.
