The general procedure is to remove the fuel pump relay or fuse, or unplug the fuel pump connector then start the vehicle and allow it to "run out of gas". On a vehicle with throttle body or port injection this will pull the pressure down as low as 10 or 15 PSI. Some residual pressure is normal but the lower pressure is much more manageable when the lines are disconnected.

Keep in mind that any liquid under pressure has a higher boiling point, so if you pull the fuel line off the rail on a hot engine the heat can cause the remaining fuel in the rail to boil and spray out. It's always best to do this type of work on a cold engine.

Of course this is a general procedure, every manufacturer has their own procedures and guidelines. For instance, a newer vehicle with direct injection uses several fuel pumps. This makes it possible to depressurize the low pressure side of the fuel system, but the high pressure side is still dangerous. It's always well worth the $15 or so to buy a Chilton or Haynes manual from your local auto parts store and read up on the procedure specific to your vehicle.
