An ECU is essentially the brain for a 1999 GMC Suburban. Without an ECU the truck will not be able to operate at all.

No it will not it is all together different. You MUST use a 97 model 4L60E transmission.

Turn off with the temp button, BUT HOLD FOR 5 SECONDS, it should change
If it's not a 4x4 / 4-wheel drive then it is on the rear tail shaft housing on the transmission. If it's a 4x4 then it will be on the tail shaft housing of the transfur case.
