I'm not aware of any device called an 'oil breaker transformer'.However, an oil circuit breaker or, more correctly, an 'oil-filled circuit breaker' is one of several types of circuit breaker used in high-voltage systems. The oil has two functions: (1) it is a far better insulator than air, enabling the circuit breaker to be far more compact (reducing its 'footprint'), and (2) the oil is used to extinguish the arc when the circuit breaker trips under fault conditions -a jet of oil removes ionised contaminants from the arc path, lengthens and 'snaps' the arc, and cools the arc.
A circuit breaker is a safety device that is put in an electrical circuit. When something fails, or shorts out, the circuit breaker "senses" the excessive current and automatically opens (or breaks) the circuit. They are used in homes, as well as some electrical devices. They are different than a fuse in that a circuit breaker can be reset. A fuse on the other hand, has to be replaced once it opens up. An oil circuit breaker is a breaker that is immersed in a tank of insulating oil. The tank has two electrical bushings through the tank to allow the supply and load to be connected to the breaker. "Air" and "Vacuum" describe how the breaker extinguishes the arcing current. An Air breaker opens far enough that the dielectric strenght of air is enough to extinguish the arc. A vacuum breaker's contacts are in a vacuum. Oil breakers use oil. SF6 breakers use SF6 gas to extinguish the arc.
VCB is Vacuum Circuit Breaker. It is one of the type of Circuit breaker. In VCB arching chamber is vacuum instead of oil or such arc quenching media. Its function is to break the circuit automatically in case of fault or to isolate the circuit under normal situation also.
