If it is not running and the fuse an relay is good it needs replacing. Even if it is running it may no be pumping. A fuel pressure test will verify if it is good or bad.
If the fuel pump relay goes bad your fuel pump will not get power and you will get no fuel. If your fuel pressure is showing too low your pump is either weak and needs to be replaced, your fuel lines are restricted somewhere ( or possibly leaking ) or your fuel filter needs to be replaced.

First replace the fuel filter just in case it is partially clogged. Then have a fuel pressure test run to determine the condition of the pump. If the fuse and relay are good and the pump will not run you know it is defective and no test is necessary. But if it is running a test is the only way to know for sure. If you have never replaced the pump on this 19 year old vehicle it is more than likely bad.
