The normal method to determine an empty tank is simply when there is no longer enough pressure in the tank to create a flame. Another method could be to use total weight. An empty tank for most home barbecues is about 20lbs vs a full tank that is closer to 40lbs filled. You could also ask your local operator, some of them are quite practiced at determining weight by feel and some can feel whether there is any liquid fuel still in the tank. For the second situation related safety criteria. Propane tanks are subject to Federal Safety Regulations to ensure tanks which might present a risk are not refilled. At a minimum, All tanks have certification dates stamped into the metal and cannot be over 12 years old (and recertified every 5 yrs) and they must also have a current type filler valve called an OPD. If you are not familiar with these and other requirements it is safer and faster to visit your local fuel station operator for assistance.
