By looking for wear. In practice, it doesn't matter what grade your silver eagle is, it will simply sell for bullion. The only thing to look is if your coin is proof or bullion. A proof coin will have mirror-like fields where you can see yourself like a mirror. An uncirculated coin may look shiny but it won't be nearly as shiny as a proof.
1999 wasn't a really rare issue of the American Silver Eagle bullion coins. Depending on condition, you can most likely add a dollar or two to the value of silver contained in the coin. At the time of writing, sight unseen, I would estimate it to be worth around $30 depending on the grade with the bulk of that value coming from the 1 ounce of silver the coin is made with.
A proof grade can not be given to a uncirculated (Mint state) coin. The term Proof is actually refers to a method of manufacturing, not a grade. But proof coins are identified by the by a prefix of PF before the grade and mint state are MS

This coin IS NOT a American Silver Eagle, it's a Walking Liberty half dollar. All Walking Liberty Half dollars from 1940 to 1947 regardless of mintmarks in average circulated condition (below the grade of EF-40) have the same retail values of $15.00-$16.00. These years are high mintage, widely circulated coins and most show heavy wear. The coins are very common.
Current retail value for a Liberty Head 1903 Double Eagle is $1,490.00 in the grade of MS-60
Assuming grade MS-69, they are worth about $24 apiece.
