The first thing I would do is disconnect the battery and pull the fuse to the fan and make sure it isn't blown. Then pull the switch that operates your fan motor. Pull it out of the dash and use an ohm meter to check the continuity from the power input to the outlet(s) at each switch position. If there is no continuity at the higher speed positions you have found your problem. If continuity is good at all the positions on the switch check continuity between a ground and the leads from the switch to the fan motor, they should have infinite resistance. If not you may have a short in the wiring to the fan or in the fan itself. Follow the leads to the fan and check for frayed wiring or any loss of insulation. If you find none pull your fan out and bench test it.

The heater blower motor can be found beneath the passenger side dashboard. Remove the wiring harness from the back of the blower motor. Remove the blower motor retaining bolts. Reverse the process to install your new blower motor.
