It is best to see your veterinarian about this. An enema may need to be done on the calves, as well as a change in diet that encourages high fibre feedstuffs, readily-accessible water, and use of suppository laxatives. Enema is only used in extreme situations, otherwise a high-fibre diet and a dose of laxative may help treat constipation.

Constipation is a medical condition in which an animal has difficulty eliminating feces, and often is concurrent with feces that are drier and more compacted than normal. Diagnosis of constipation itself is very simple - a veterinarian evaluates the quantity and quality of the feces being passed by the cow. Diagnosing the underlying medical condition that is causing the constipation can be more difficult.

You need to either give at least 200-500ml mineral oil to the calf, drench it orally, or give it an enema rectally with warm soapy water.
