Hello, I believe the '99 and '98 Strati are the same so this should help you as well. I had the problem where it goes off by itself and the first and simplest way was to remove the Fuse controlling the horn. There are two separate fuse boxes (one under the hood and one to the left of the wheel). Disabling the Hood Fuse will also disable ALL the secondary lights used during the evening times but maintains the headlights, brake lights, and reverse lights. The fuse box on the left side of the steering wheel itself will disable the horn. If that doesn't work a messy solution is to directly assault the horns themselves.
I just did that and do not know the future consequences so do at your own risk. The horns are located beneath the Right headlight (which means you'll have to remove the headlight section to get to it). One is easy to spot and the other is a bit more difficult to spot. They are both, however, hard to remove. The first one was removed with force and the second one was cut. Be careful cutting because my father and I ended up cutting the Airbags way on the other side of the car. Hope this has helped.

Open your Driver's Door and there is a fuse panel cover on the left side of the dash. pull it off, look at the fuse layout legend and pull the 10 amp fuse for the horn
disconnect and reconnect the battery
Locate the interior fuse center in the instrument panel at the driver door just below the steering wheel. Using the fuse schematic from the cover remove the horn fuse (20 amps for most). Note: removing this fuse will also disable the cigarette lighter.

You probably have a short in your electrical system. Also the fuse may be burnt out on the horn.

Its the same fuse as for the HORN. Located on the side of the dash (drivers side) hidden by your drivers door when it is closed. Open the door and pull off the pop-off panel and it will be there.
