You have to go the dealer and have them do it. Pre GenIII models were able to be disabled without the dealer, however that is now the case with GenIII.
On the 2010 model this can only be done by the dealership. On 2009 models and older, this can be done by the owner. Instructions are available at priuschat.com.

There is a switch on the transmission that recognizes when it is put in reverse, the same one that turns on the back up lights on a car. A horn with a flasher type relay circuit is connected to the line and whenever the vehicle is put in reverse you get a beep beep along with the lights.
To DISABLE beep, you must unscrew and removed back plate of watch and place a piece of paper between back plate from coming in contact with battery. This will also disable alarm chime but will solve the annoying beeping sound. Hope this helps!

As the question does not specify the type of police scanner it becomes a bit more difficult to answer the question as to how to stop the beep of the police scanner in question. The manual to the scanner should tell exactly how to disable the beep when pushing buttons on the unit. If the manual is lost the manufacturer should be able to help. Lift hood, remove annoying horn by twisting, or jerking erratically.....voila!! No more beeps!
Simply click on the speaker icon on the taskbar. Click on mixer, and mute system sounds. That doesn't disable it completely, but it definitely gets rid of the annoying beep
