This is for the 3rd Gen. Cavalier, it may or may not work for others....Try to start the car. When it dont start,(the theft system light should be flashing) leave the key on for 20 mins. or so, After 20 mins. (the light should be on,but not flashing) turn the key off for 30sec. or so, then start the car. Dont do anthing electrical while waiting (open door,push brake,ect...)it may mess-up the process. If you dont wait long enough you will have to do this process over but waiting longer until it works.
