It depends on what you trying to do. If disconnect battery and reconnect it the immobilizer activates automatically. So you will not be able to start the car with key with chip.
The only way to bypass the immobilizer system on the Rav 4 is to have a master key. If there is no master key in you possession you will have to replace the whole immobilizer system at considerable cost.

Remove wheel, remove dust cap, should be a castle nut with a cotter key, remove key and castle nut. if memory serves, the drum should come off now.
