Identify the fuse. Remove it
The windshield washer fluid pump has a fuse in the fuse box. The location of the fuse is listed on the inside cover of the fuse box.

For most cars and trucks, the fuse for the washer fluid pump motor is located in the passenger compartment fuse panel. It is either located in the glove compartment or in near the steering column.

Yes, and it's the same fuse that's used for your wipers. So, if your wipers still work, but the washer fluid pump doesn't, there's likely a problem with the pump and not the fuse.
The fuse for the washer fluid spray may be malfunctioning if it is not working on the 2005 Honda Civic. Check the fuse and make sure it not blown.
The fuse for the windshield washer pump is located in the fuse box under the hood right next to where the filler neck for the washer fluid is. Press in the three clips that hold the fuse cover to remove it. It is a 15 amp fuse located in the F12 (?) position.
I'm pretty sure the washer uses the same fuse circuit as the wipers. Their fuse is in the glovebox power center behind a hinged cover.
There seems to be none. Neither the Owner's Manual or the Haynes Repair Manual show a fuse for the Windshield Washer Pump...
