First off, Fox, Falco, AND Wolf can activate them, only on Star Fox stages (Lylat Cruise). Fox and Falco can also do it on the Melee stage of Corneria (Brawl only). In order to activate, you must briefly perform the Down Taunt. (Fox: "Come on!"; Falco: "Hands off my prey!"; Wolf: Slaps hand on ground and growls.) I always play with just the Wii Remote held sideways, and pressing A+B+Down activates it. I'm not sure about everything else.
On Lylat Cruise, it will not be activated immediately. It will activate after the next warp. On Corneria, it is activated instantly.
Obtaining the Smash Ball, completing the Dragoon, or someone dying will cancel the taunt.
