To get the Weavile and Mime Junior figures, the rescue letters that Pelipper sends you every morning should eventually randomly contain the figures as rewards. To get the Lucario figure, keep doing missions until you reach 15000 rescue points. Munchlax appears on a random day walking westward in Pokemon Town Square. If you're lucky enough to spot him, give him enough food to eat, then he'll reward you with a Munch Belt.
