Well that's a very hard question to answer, there are alot of video effects to make. The best program I've found is called "Adobe After Effects" It is Great Editing Software, It's been used in countless movies. To list a few, "Meet Dave", "Star Wars Series", "Star Trek", and the list goes on. It's pricey, but you can create virtually ANY effect in it.
