first of all, I will assume you are talking about downloading games. second of all, this is technically illegal. however, you could homebrew some things for the DS, like, say, an internet browser that doesn't suck or a cool game, if you have to programming talent.
look for a flashcart online, like the R4 (I recommend it, but note you will need a MicroSD card as well), then go to sites like thepiratebay and isohunt to look for torrent of DS roms. their file extension should be .nds, but some people will put them in .rar or .zip folders to save space. to download torrents, you need a client program such as utorrent. any further instructions regarded the flashcart and how to use it will be provided with the flashcart when you buy it (or should be).
