Photo Booth is owned by the system and you are not able to delete it. If you had it in the Dock but removed the icon from the Dock you can still find it in the Applications folder.

PhotoBooth can be installed from the Mac OS X (Leopard) installation discs.

Try entering the installation CD. If you are lucky, you could copy the program to the applications folder. Did you already look for 3rd party apps that can do the same or better than Photo Booth?
