Open your iTouch under Devices in iTunes. You should get the Summary tab. Click over to the Photos tab. Leave it for now.
Open your PC's Start Menu. Got to your My Pictures. Create a new folder (Name it iPod Pix, or anything you will remember is for your iPod). Put any pictures you want in that folder. (You may want to make subfolders to categorize your pictures, if you have a lot.) Open (maximize) your iTunes window again.
Check the box Sync Photos From and scroll to find the folder you made (iPod Pix, or whatever you named it). Select that folder. Now, check the circle that says All Photos. Go to the bottom of the iTunes Window and click Apply (it might also say Sync).
Your photos should now be synced.

download itunes onto that PC and upload the photos onto itunes and then you can download the photos onto your iPod.
You can upload pictures onto an iPod Touch (see How do you download photos from a PC to iPod touch?), but the only iPod that has an actual camera is the iPod nano 5th Generation, which shoots video.P.S. you make an itunes account online then go to games, then click a game you like, then if you are fine with the price (some games are free) then you click download. then hook your iPod touch up to your PC using your PC cable, and sync. Don't download more than one at a time.
