Go to your page and find the button/option on the right- hand side of the screen that says "submit art". Click that then fill out the necessary fields then click submit. (To upload the picture before you submit it click browse then look for a file you want to upload and click ok)
On most web sites, you can right click (assuming a PC is being used) on the image and you will have the option to do "Save as...".
Some web pages use various techniques to prevent this, by either hiding the URL of the original image, or making it difficult/impossible to access. Here are a couple of techniques that may work for you:
1. Using Chrome (or Firefox, I think) as the web browser. Right click on the image and choose "Inspect Element". In that window, you can find a pointer to the original .jpg (or .png or .gif) file. Open a new browser tab or window and copy and paste the image's URL in and press Enter. This should take you to a page which is just the image file itself, which you can then Save As.
2. Some web pages use Flash or similar technologies to prevent any access to the original image file. In those cases, do a screen capture to get a copy of the image (Alt-PrtScn), paste into an image editing program such as Irfanview, then crop away the unwanted extra. If you use Chrome as a browser, the Aviary add-on makes this very easy to do (Capture Visible Portion of Page, then Crop, then Save to Desktop). I'm not sure if Aviary is available in other browsers, it might be. If you are using this technique, make the image as large as possible before doing the screen capture so that you get as much resolution as you can.
Go to the image you want to download, and click the download button on the left side.

Because Photography is an art. If you mean pictures as in artwork, it's a pretty obvious answer as to why.
If you are asking whether you have to create the artwork for the prints yourself, then yes, you do. If you are asking whether you have to get the artwork printed yourself, and then sell them through DeviantART (like you would on ebay), then no - DeviantART does all the printing itself. All you have to do is create the artwork, submit it to your profile and then submit it as a print. Whenever someone orders a print, you get the payment and DeviantART does the printing and the sending.

As far as I know, the only way to use animated display pictures is to use Live's predone ones that you can download.
You may deactivate your print(s) by first going to the Submit menu at the top of each deviantART page and choosing Manage Prints from the drop down menu. You will then select the Your Products link.
